Terms & conditions
Summary of the proprietary license under which Criminal Enterprise Network Index and this site are provided. The repository's LICENSE file governs where the two differ.
1. Status
Criminal Enterprise Network Index (CENI) — the research design, methodology, scoring rules, editorial and privacy protocols, documentation, schemas, API specification, records, source registry, tooling, identifiers, and the CENI name and product concepts — is private, proprietary and confidential to API Automations. It is not open source and not public domain. Copyright © 2026 API Automations. All rights reserved. Authored by Kurt E. Sather through API Automations.
2. No license granted
No license, right, title or interest of any kind is granted by access to this site, whether express, implied, by estoppel or otherwise. Without the prior written permission of API Automations, no person may copy, reproduce, publish, mirror or redistribute any part of it; create derivative works from it, including adaptations of the schemas, methodology, indicator definitions or protocol documents; use it to build, train, evaluate or fine-tune any model, index, dataset, product or service; use it for any commercial purpose; sublicense, sell, rent, lease or transfer it; reverse engineer any implementation of it; or remove or obscure any copyright, authorship or proprietary notice, including the mandatory brand statement.
3. Confidentiality and access
Access is granted under a separate written agreement, is personal to the individual to whom it is granted, and is not transferable. Where such an agreement exists, the contents of this site are Confidential Information under it. Sharing the access credential is a breach of these terms.
4. Third-party materials
Statutes, court records, dockets, government publications, official productions, standards and registry data cited in the index remain the property of their respective issuers and rights holders. They are cited for research purposes, are not licensed by API Automations, and their use is governed by the law and terms applicable to each issuer. Nothing here authorises the acquisition, retention or republication of material that the index's own rules restrict.
5. Trademarks
"CENI", "Criminal Enterprise Network Index", "API Automations" and associated names, logos and product identifiers are marks of API Automations. No trademark license is granted, and no permitted use implies endorsement by or affiliation with API Automations.
6. No warranty; limitation of liability
This material is provided "as is", without warranty of any kind, express or implied, including warranties of merchantability, fitness for a particular purpose, accuracy, completeness and non-infringement. In no event shall API Automations or the author be liable for any claim, damages or other liability arising from or in connection with this material or its use.
7. Not a legal determination
This is a research architecture and pilot corpus. It is not a completed database, a legal determination, a law-enforcement product, a background-check or consumer-report product, or a substitute for review by qualified counsel. It must not be used as the sole basis for any adverse decision about any person or organisation. Inclusion in the index is not an allegation of criminal conduct; the legal status of any person is stated only by the legal posture of each individual claim.
